How is a web app different from a website?

A website primarily communicates information. A web app lets people work with data or complete an ongoing task, often through accounts, permissions and saved state. Some projects need both.

Can a web app work on phones?

Yes. Responsive web apps can serve phone and desktop users. Installability, offline behavior and device features need separate scoping; a progressive web app is useful when browser capabilities match the task.
